Ecology is becoming more and more important. It has only just appeared at the stations that it is slightly better for the environment E10 petrolHVO100 fuel. Now it's time for a special Clean Transport Zone, which is intended to improve air quality. For now, only in Warsaw, but it will probably appear in other cities soon.

What is a clean transport zone?

Let's start from the beginning, i.e. what a clean transport zone is. A clean transport zone (SCT) is a zone in cities where high-emission vehicles will not be allowed to enter. This applies primarily to older vehicles. At the same time, ecological vehicles will be given priority. It is about electric cars and hybrid. At the beginning of July, the Clean Transport Zone in Warsaw will start operating.

What is the Clean Transport Zone for? The aim of the SCT is to reduce the emission of harmful PM10 and PM2,5 particles. Why is it so important? This is because they contribute to respiratory and cardiovascular diseases to a large extent. In addition, the Clean Transport Zone will contribute to lower greenhouse gas emissions. In other words, the Warsaw eco-zone is to make the people living in it healthier.

The Clean Transport Zone in Warsaw, introduced on July 1, covers most of Śródmieście and parts of the surrounding districts. The area of ​​SCT Warsaw is 37 square kilometers. This means only 7% of the city's area. So it's not much. Importantly, the border streets will be located outside the zone. There will be special road signs at the borders of the zone that will inform about SCT.

SCT boundaries were designed to coincide with major roads and railway lines. The boundaries are: al. Prymasa Tysiąclecia, Al. Jerozolimskie, Trasa Łazienkowska, al. United States, ul. Wiatraczna, and then the railway tracks along the northern railway ring road up to al. Primate of the Millennium.

Who will not enter Warsaw – stage 1 of SCT

  • petrol vehicles (including LPG) - the vehicle must meet the Euro 2 emission standard or be manufactured no earlier than 1997.
  • diesel vehicles (including LPG) - the vehicle must meet the Euro 5 emission standard or be manufactured no earlier than 2005.

This means that petrol cars older than 27 years and diesel cars up to 17 years old will not be allowed to enter. How to check whether a vehicle can enter the Clean Transport Zone? You can use special search engine.

Of course, the requirements do not apply to monuments. It means that you can enter the Clean Transport Zone in a vintage car.

Of course, stage 1 is not everything. We can now check what the requirements will look like in the coming years.

  • Stage 2 – from 2006:
    • petrol vehicles (including LPG) – min. Euro 3 or year of production not earlier than 2000,
    • diesels (including LPG) – min. Euro 5 or year of production not earlier than 2009.
  • Stage 3 – from 2028:
    • petrol vehicles (including LPG) – min. Euro 4 or year of production not earlier than 2005,
    • diesels (including LPG) – min. Euro 6 or year of production not earlier than 2014.
  • Stage 4 – from 2030:
    • petrol vehicles (including LPG) – min. Euro 6dT or year of production not earlier than 2009.
    • diesels (including LPG) – min. Euro 6 or year of production not earlier than 2017,
    • petrol vehicles (including LPG) – min. Euro 6 or year of production not earlier than 2014,

Exclusions of the Clean Transport Zone in Warsaw

Of course, in addition to prohibitions, there are also exceptions. First of all, people who live in the capital and pay taxes there do not have to worry about the first two stages. However, such people will have to replace their car before 2028. Seniors also do not have to worry about the Clean Transport Zone, i.e. people who will be 2023 years old by the end of 70, provided that they were already the owners of the vehicle before the first day of 2024.

In total, until 2028 the requirements will apply to only 3% of vehicles in Warsaw.

Do SCT in Warsaw will also enter:

  • services (ambulance, police, etc.),
  • vehicles of people with disabilities,
  • other – for example a school bus,
  • vintage and historical vehicles,
  • special vehicles - for example, a funeral hearse or roadside assistance.

There are also special circumstances for this. These are random cases such as: getting to a hospital, a doctor, or a place where you take your final exams. In this case, the special pass will authorize use for 4 days a year.

Are stickers needed in the Clean Transport Zone?

From the beginning, one of the most important topics in the context of the Clean Transport Zone are stickers. Vehicles that meet SCT requirements do not need a sticker, and owners of such cars do not have to complete additional documents.

The situation is different for people exempt from the zone requirements. Such people should submit an appropriate application for permissions and a sticker. How to do it? There are 2 options. It can be done over the Internet or stationary - at the headquarters of the Municipal Roads Authority. It is worth hurrying, because if we do not submit the appropriate application, we may face a fine.

What is important, We will not get a ticket for not having a sticker and this despite the fact that the need to have it is stipulated in the law. This means that we do not have to stick it on the vehicle. This is because a special device will be used to check whether a vehicle can enter the zone.

Entering the Clean Transport Zone without authorization is an offense that will result in a fine of PLN 500. For this reason, if we are excluded from the zone requirements, it is worth ensuring that we have appropriate permissions.

What do inspections look like in the Clean Transport Zone? The police and city guards can stop us for inspection. There are also special devices that detect cars that do not meet the requirements. A security check will be waiting for him a few hundred meters away.

Together with Warsaw, the capital of Lesser Poland was also to have a new zone. But The Clean Transport Zone in Krakow is delayed. On June 19, councilors decided that the zone would start operating in a year, i.e. on July 1, 2025. During that time, the zone will be refined. Will it look similar to the Warsaw eco-zone? We will find out soon.

Of course, Warsaw and Kraków are not the only cities thinking about their zones. In the future we can expect similar Clean Transport Zones in Katowice, Poznań, Wrocław, Rzeszów, Lublin and Gliwice, although not all these cities are willing to organize their zones. But they may not have a choice. We will probably find out everything in the coming months.
